What a geolocation country of South Africa tends to mean, and which networks sit behind it.
South Africa is an AFRINIC country. Telkom is AS5713, Vodacom AS29975, and MTN AS16637. Those are the networks a South African country code most often belongs to on a phone or a home line. Mobile IPv4 is frequently shared. IPv6 deployment is real at the operators and uneven on individual products, well behind the IPv6-heavy mobile networks in India. A missing IPv6 line is common enough that it is not, by itself, a fault.
Geolocation hubs are Johannesburg and Cape Town. A right country with one of those two cities is the default quality of the databases, including for lines in other provinces. Power cuts do not rewrite the allocation. They can end a router session, and a dynamic address may come back different, which is the ordinary DHCP behaviour described on the homepage, not a property of the country code.
The regional registry is AFRINIC. What is my IP address · IP location wrong?

National networks get a hub pin. Johannesburg and Cape Town are the usual guesses. The country can be right when the city is the exchange rather than the town.
