What a geolocation country of United Arab Emirates tends to mean, and which networks sit behind it.
UAE addresses are registered through RIPE NCC. The two retail networks are Etisalat AS5384 and du AS15802. A lookup that shows the UAE and one of those ASNs is a normal home or mobile path. A lookup that shows the UAE and a datacenter ASN may be a hosted server in Dubai rather than a household.
City databases do not reliably separate emirates. Dubai and Abu Dhabi absorb pins for lines elsewhere in the country. IPv6 exists on these networks and is not universal on every plan; the homepage’s IPv6 line is the check. Some websites treat a UAE address as a reason to change their catalogue or to block a protocol. That is the website’s rule. A VPN, if you use one, changes the address they see, and the comparison on this site labels its affiliate links. It does not describe how to evade a restriction, and it does not change which rules apply to you.

Does a UAE IP address change which services I can open?
Some services apply their own regional rules when they see a UAE address. A VPN changes the address they see. It does not change the law that applies to the person using the connection.
