AS24940 is Hetzner in this site’s list, checked 13 Oct 2026. Hetzner rents servers, largely in Germany and Finland. This site classifies the ASN as datacenter. Some VPN operators rent those servers, and so do ordinary websites. Seeing AS24940 is a clue that the address is hosting, not proof of which VPN product, if any, is in use.
